On the left is José Mujica, a fascinating figure. He was Uruguay's 40th President and explicitly identifies as an Epicurean (and also, as an atheist). By some, he has been described as the "Philosopher's President". BBC ran an article about him in 2012 calling the "World's Poorest President", owing to his modest lifestyle and background as a farmer. He's worth a quick Google.
On the right is a completely unknown figure. I assume he is some sort of diplomat.
